Refounding Labour: new attempt to stitch up constituency parties Print E-mail

So far, Refounding Labour has meant proposing to dilute the influence of party members by enfranchising non-members who become “registered supporters”, attacking union influence, seeking to prevent proper debate and decision-making by having just one vote on a single package of reforms, and failing to publish submissions to the review. Now party officials have found a new scam to prevent constituency parties having an input to the party structure — ruling out of order several rule changes proposed by constituency parties themselves, without any discussion by the Conference Arrangements Committee and just days before they met.

Each CLP can submit a Contemporary Motion to this year’s Annual Conference (closing date 12 noon on Friday 16 September), provided the CLP did not submit a rule change in 2011 (deadline was 24 June).

Contemporary Motions are one of the few opportunities that constituencies have to influence the Conference agenda and thus the Party’s policy making.

Briefing on key rule change proposals from CLPs coming up at Liverpool

At Liverpool delegates will be debating and voting on a wide range of changes to the Party’s Rule Book. Many of these will be tabled by the NEC as part of the Refounding Labour consultative exercise masterminded by Peter Hain (NPF Chair) and Ed Miliband. But there are also a number of very important rule change proposals tabled by CLPs. These were submitted last year, but under an obscure convention (known as the ‘1968 Ruling’) have been delayed for a year.

It is vital that delegates ensure that the CLP proposals are given a fair hearing and are not brushed aside. Many of them are in line with the general thrust of the Hain-Miliband document.

Tuesday 19 July was a dramatic day in parliament, with Tom Watson questioning the Murdochs and Keith Vaz chairing interviews with senior police officers.  Across the committee corridor the NEC meeting was quieter but equally tense as we chose Iain McNicol for Labour’s next general secretary, the sixth appointment in 11 years, after Ray Collins’ elevation to the Lords.
